Charging me for bottled water when the tap water isn’t drinkable. This happens to me a lot in the US. I don’t have this much trouble in Europe or other places.
All of those bother me too, except the luggage delivery since we’re never in tour groups. A new problem in the last couple years is automatic nightlights under the bed, or a not-shut-offable nightlight in the bathroom coupled with an opaque glass wall/door. Sleep gets interrupted or prevented with these lights. Yeah but with your list, I can understand bad curtains and coffee—trying to save money—but only two hangers? Even if they get stolen it’s like how much could they cost?
I spent ten minutes trying to turn off the underbed light recently. Before I realised it was automated. And who has an underbed light at home ? The lights generally are annoying. Too complex and not easy to work out how to switch off.
Letters of welcome from hotel management; pointless and annoying. Complicated shower arrangements. And a pet peeve of mine - when you come into a hotel room and it’s playing a welcome video. Before I even sit down I have to hunt for the remote control. I’ve probably just got off a flight and a queue at check in. Welcome me with a quiet room ready for me to relax in.
I always opt for a breakfast option where it’s available. Poor coffee really winds me up. OK, if you’re in a little guesthouse instant coffee is OK, but often even fairly posh hotels have horrible instant coffee even dispensed from a coffee machine.
Also on a coffee note, sometimes room kettles are accompanied by the kind of coffee sachet that comes pre-mixed with creamer, especially in the Balkans. Ugh no!
Not refilling toilet paper. It happens all the time. I always pack an emergency roll and it nearly always gets used.

Good point...
